Everything about the Atal Pension Yojana -- eligibility criteria, pension amounts, contribution chart by age, tax benefits, and a step-by-step guide to apply online or through your bank.
The Atal Pension Yojana (APY) is a government-backed pension scheme designed to provide guaranteed monthly pensions to workers in the unorganised sector after they turn 60. Launched in 2015, it remains one of the simplest and most affordable retirement planning tools available in India, especially for those without employer-provided pension benefits.
Whether you are a small shopkeeper, a freelancer, a gig worker, or a homemaker, APY offers guaranteed pension income for life with very modest monthly contributions.
What Is the Atal Pension Yojana?
APY is administered by the Pension Fund Regulatory and Development Authority (PFRDA) under the National Pension System (NPS) architecture. The key features are:
- Guaranteed pension: Rs 1,000, Rs 2,000, Rs 3,000, Rs 4,000, or Rs 5,000 per month after age 60. - Government-backed: The pension amount is guaranteed by the Government of India. - Spouse benefit: After the subscriber's death, the spouse receives the same pension for life. - Nominee benefit: After both subscriber and spouse pass away, the nominee receives the accumulated corpus. - Voluntary scheme: You choose the pension amount and contribution frequency.
Eligibility Criteria
| Criterion | Requirement | |---|---| | Age | 18--40 years | | Citizenship | Indian citizen | | Bank account | Savings account with any bank | | Aadhaar | Linked to bank account | | Mobile number | Registered with the bank | | Not a taxpayer | From October 2022, individuals who are or have been income tax payers are not eligible to join APY |
If you are between 18 and 40, you can join. The earlier you join, the lower your monthly contribution. The scheme requires contributions until age 60, when the pension starts.
APY Contribution Chart
The monthly contribution depends on your age at enrollment and the desired pension amount.

How APY Pension Works After 60
Once you turn 60:
1. You receive a guaranteed monthly pension of Rs 1,000/2,000/3,000/4,000/5,000 (based on your chosen plan) for the rest of your life. 2. After your death, your spouse receives the same pension amount for their lifetime. 3. After both subscriber and spouse pass away, the nominee receives the accumulated corpus (Rs 1.7 lakh for Rs 1,000 pension, Rs 8.5 lakh for Rs 5,000 pension).
The pension is credited to your bank account monthly.
Tax Benefits
- Contributions to APY qualify for deduction under Section 80CCD(1) of the Income Tax Act, within the overall Section 80C limit of Rs 1.5 lakh. - An additional deduction of up to Rs 50,000 is available under Section 80CCD(1B) for NPS contributions (APY is part of NPS). - However, note the eligibility restriction: from October 2022, income tax payers cannot newly enroll in APY.

Withdrawal and Exit Rules
### Normal Exit (at age 60)
The pension starts automatically. The subscriber receives the chosen monthly pension. The corpus remains with the government.
### Premature Exit (before age 60)
- Voluntary exit: You receive only the accumulated contributions plus net actual returns (not the guaranteed amount). This is generally not advisable. - Death before 60: The spouse can either continue the APY account (and receive pension at 60) or close the account and receive the accumulated corpus. - Terminal illness or disability: Premature closure is allowed with full accumulated corpus.
### Default on Contributions
- If contributions are not paid, a penalty of Rs 1--10 per month (depending on the contribution amount) is charged. - After 6 months of default, the account is frozen. - After 12 months, the account is deactivated. - After 24 months, the account is closed, and you receive only the accumulated amount minus penalties.
Set up auto-debit from your bank account to avoid defaults.
APY vs Other Pension Options
| Feature | APY | NPS (National Pension System) | EPF (Employees' Provident Fund) | |---|---|---|---| | Who can join | Any Indian citizen 18--40 | Any Indian citizen 18--70 | Salaried employees | | Pension guaranteed | Yes | No (market-linked) | Partial (via EPS) | | Max pension | Rs 5,000/month | No cap | Based on EPS formula | | Investment choice | No | Yes (equity, debt, govt bonds) | Fixed by EPFO | | Tax benefit | Sec 80CCD | Sec 80CCD | Sec 80C | | Flexibility | Low | High | Low |
APY is best for those who want a simple, guaranteed pension with minimal decision-making. NPS is better for those who want higher potential returns and are comfortable with market-linked investments.
Who Should Join APY?
- Self-employed individuals: Shopkeepers, freelancers, consultants, and gig workers without employer pensions. - Homemakers: Anyone with a savings account can enroll. Even a Rs 42/month contribution secures a Rs 1,000 lifetime pension. - Young workers: Starting at 18--25 makes the contributions very affordable. - Those wanting guaranteed income: Unlike NPS, APY guarantees the pension amount regardless of market performance.
